Medium Average

Dear Translators,
Here is the context:

The universities indicated medium average (16%) of faculty entrepreneurship (UKPI2), university industry collaboration (UKPI3), regional and local economic development (UKPI4) which required the strategic collaboration between university and industry to maximize the outcomes of innovation programs, technology transfer programs and commercialization of R&D activates.

How would you translate "Medium Average" in this context?

With due diffidence, here are my suggestions: As I said before, in the phrase "medium average of faculty entrepreneurship," the word "average is a noun," but in these other expressions (below), the word average is a modifier. Moreover, I don't have the exact context, so please take my suggestions with a grain of salt:

high outcome نتيجة عالية
high average outcome نتيجة معدلة عالية
medium outcome نتيجة متوسطة
medium average outcome? نتيجة معدلة متوسطة

For the word "average," should we use معدل or متوسط?

Both are used in academic and colloquial discourse. In this article, the word معدل is used:

Do I have a preference? There are two things that I do not like about the word متوسط:

1. It can be confused with the adjective متوسط ("medium").
2. It gives the impression that the average is somehow in the middle of the spread of values being averaged.

What is this a translation of? To me, معدل متوسط معتدل sounds like moderate medium average.

Regarding "average outcome" and "high outcome" I would like to address the question you posted on Yosra Montasser's answer.

In "medium average," the word "average" is a noun. it refers to the average (whose value is medium) of all faculty entrepreneurship, etc. reported by the surveyed universities. The correct translation is مُعدَّل because that is a value reached by averaging out many different values. It would be imprecise to simply call it نسـبة just because it is a percentage. The modifier is irrelevant. You can have a low average مُعدَّل منخفض, medium average مُعدَّل مُتوسِّط or a high average مُعدَّل عال.

In "average outcome," the word "average" is a modifier of "outcome." I don't know how you wish to translate "outcome" and it would be risky for me to try without context, but, prima facie, I would translate it as نتيجة or حصيلة. I would therefore translate "average outcome" in two ways, depending what it means:

I would translate it to النتيجة المعدَّلة or مُعدَّل النتائج, if it means an outcome that has been averaged based on various values.

If, on the other hand, "average outcome" means a "middling outcome," I would translate it to نتيجة متوسطة. Likewise, I would translate "high outcome" to نتيجة عالية.

Thank you. But in another part of the same document, there is a mention of an "average outcome." So I think this is a scoring system that features an average, then a medium average, then a high average, then a high outcome, and so on.
