: Dear, sister: I'm agreeing with you, in case of the term is down spot but, I think the sentence is going that way: check and repair ( roof leak and downspout)

: I think if they are 'water spots or stains' they are supposed to be cleansed/removed/bleached/plastered/painted.

I respect the post as the Asker is more aware about the issue which is the word, i.e. 'down spot'.
Since the whole issue is about Roof Repairs and we have two words: 'down spot' & 'downspout' that are close in spelling and around the field, in this case, I like to provide my feedback: 'down spot' is not involved in the literature of the construction/maintenance that much unlike 'downspout', I don't know the engineer if he is English, from where he is, or if he is a non-native, how correct his English is! In this case, he might mean 'spot' but he didn't write it down in plural 'spotS'.
However, another suggestion is that 'down spot' could mean 'rough spot' where water might collect. In other words, he might be talking about the dipping/buckling spots. In Arabic that will be:
انبعاج، تحنيب، تقعّر
و بالله التوفيق...و شكراً لإصغائكم
