Don't you think a skeleton crew can consist of anywhere between zero and N persons?
and then the number of persons is specified / explained ('that is to say') between brackets
it boils down to: ... in order to be able to sail 'with a skeleton crew consisting of one person'
what I did was: in order to be able to sail with a skeleton crew ([that is to say] single-handedly)
this phrase says I believe:
in order to be able to sail with a skeleton crew
and / that is
in order to be able to sail single-handedly
in de praktijk komt het neer op: ...om met één man/vrouw met dit schip te varen
als ik het goed begrijp waren Phil en Maleen ook deze mening toegedaan
de vertaling zou dan kunnen zijn (waarbij ik gebruik maak van de voorstellen hieronder:
...... (in order to be able to) sail with skeleton crew ([that is to say] single-handedly).
I may be wrong, but I think the Dutch may be badly written. The implication could be "with minimal crew, or even single-handed" - which is almost the same as saying "single-handed".
