Although I know what these two things are, the difficulty I have is that I am translating a job spec from the Dutch, and it requires some 'localising'. I have plumped for further education, as this implies study at 18+ to an English reader (university is listed separately in the Dutch). The tricky part is that we have NVQ, HND, BTEC, City & Guilds, and I wondered what a good catch-all term would be, especially as it may not just be UK-based people reading the English site! Could I just use 'those with a vocational qualification from a college of further education', for instance?

The Nuffic dictionary of 'Hoger Onderwijs Termen' (HOT) 1994 gives the above for "HBO-er" and "WO".
If you look up 'hogeschool' it states that there is no English equivalent, and that....."(hogescholen) offer 4-year programmes, centered around the applied sciences, which are almost always geared towards a particular profession. The third year of study consists of practical training under supervision. The student is required to write a report of his/her practical work in the form of a dissertation". I would put a footnote, as "vocational qualification from college of further education" could imply a qualification inferior to that of 'hogeschool'

Comment: "The 'hogeschool' sounds like what our 'polytechnics' used to be, but of course they are all universities now anyway. So I have taken your advice and plumped for 'university educated' or 'graduate' as the context called for. The term 'graduate' to an English reader automatically implies degree level, rather than US high-school, but I have made a note to the client just in case."

University graduates
The level of training at HBO institutions in the Netherlands is generally put on a par with a bachelor's degree in Anglo Saxon countries. There is legislation pending in the Netherlands to merge courses at HBO institutions and universities, with the former providing training to bachelor degree level and the latter to master's.
