Based on the refs. already posted here, this seems to refer to the drug's proprietary name (as opposed to the generic name or chemical name):

To some people, the letters RFID and EPC may seem like indecipherable text messaging. But radio frequency identification (RFID) and the Electronic Product Code (EPC) are making as great an impact on package shipping as instant messaging is with today's youth.

All EPCs use RFID technology. But not all RFID tags house the Electronic Product Code, which is a unique number that identifies a specific object (a package, case or pallet) in motion in the supply chain.

Conceded this may not be identical to HPK but might be the nearest English equivalent, considering that different countries do the same sorts of things that The Netherlands do.
