decentralized personnel register
There is no "official term" in English, as the official working languages in Belgium are Dutch, French and German.
The "special personnel register" is to be kept by an employer who has staff at many different locations, next to the "personnel register" in the head office. Because of this function, it can also be called "decentralized personnel register".
