another possibility. depends on context-if something was done first/initially and then in tweede tijd the next thing as follow-up. If this is a list of various phases/stages, then this won't work.

Anything goes (well, almost anything). They seem to imply that the patient had to be treated (at least) twice ...

Well, whether you call it the second time or the second phase doesn't seem to make that much difference. First they tried this, then they tried that ... (to put it bluntly)

More context would be needed to provide a correct translation. "in tweede tijd" is close to the Dutch "in tweede instantie". In a medical context, is means mostly that another treatment/measure has been applied first. I hope this helps.
