Stands for International Code Council
http://www.iccsafe.org/Accreditation/Pages/default.aspx
and implies that this dimension is a generally accepted minimum in the business.

Although Henk's link is incomplete and doesn't take me to the site of the International Corrosion Council, I have looked at the brochure for their forthcoming conference and indeed they deal with welding, inspections and corrosion. The International Codes Council delivers training and certification in metalworking generally, including welding.
So ICC could refer to either of the two organisations.
All the more reason to leave it untranslated!
