This is simply a literal translation. There are quite a few googles for 'sliding point' in combination with 'topology' (which, I believe, is one of the areas on which your Gasunie document focusses). Without further context, however, it is difficult -- if not impossible -- to come up with a reliable translation.

PS: Even the nature of a document can provide clues as to the context of a term ;-)
