Connection through route 400 to Fuglafjörður.
It's Faroese allright. The original is spelt with an o instead of the 'ð', it should be "samband við leið 400 til Fuglafjarðar". Fuglafjarðar is an oblique case of Fuglafjörður.

connection catch number 400 to Fuglafjaroar
I am only guessing with this one. I think the language is Faroese. I know the word 'samband' means 'connection' in Faroese. If it is a bus time table, i imagine it is probably referring t the number.
I had a look in 'An introduction to Modern Faroese'
