Does the author mean sub-objectives, or is it a 'foreign' word (I've already found 1 Swedish word in this doc.!)?

In connection with utilities there would be extra meters - electricity meters, water meters etc.
The 'bimålere' would enable the owners to measure consumption for individual lets and the 'hovedmåler (main meter) would add up the total which the owner would pay to the electricity board etc.
