My first instinct is that it must mean identifikacni cislo but it does not seem to really fit... Could it be identifikace cinnosti or something? Many thanks for any bright ideas

IČ is for sure here abbreviation of the preceding, i.e.: "projektové práce a inženýrské činnosti" (inženýrské činnosti = IČ), so I agree with Veronika it is abbrev. of the mentioned.

Engineering is a special type of activity which is usually carried out by a designer, however nowadays there are specialised persons doing it. It mostly consists of negotiations with authorities, utilities administrators, neighbours etc. One of the results of their work is building permit.
