Sentence: 喝了大量的酒以後,他還可以照常做事,誰說他的酒量不好?

1st Attempt: After drinking a large amount he is still permitted to conduct business as usual. Is no one going to say anything?

Question 1/: Is the construction 「他還可以照常做事」 not in passive voice? Have I got it right?

Question 2/2: I have taken some liberty with my interpretation of the sentence part 「誰說他的酒量不好?」After all, who would complain about his drinking without complaining about the amount?

Is there a cultural issue at stake here, that I might be unaware of?
