Using either terms "Hijab" or "veil" may indicate just one piece of Muslim women's clothes, i.e. the "headscarf", especially in modern days. However, محرم is not just a word; it involves a shariah whole concept in itself, and in order to rule out ambiguity, I believe it would be better to use "veiling clothes".

Why didn't the author use the word حجاب or نقاب ? He/she could have. Maybe I am not aware that محرم is commonly used in Arabic to refer to the veil. This may be. Otherwise, I would be likely to translate it as "that which declares her forbidden."

It sounds like it is not necessarily only the hijab or headscarf but something to cover the whole body...so maybe you could say something like she hastily threw on her prayer clothes (or whatever best fits the context). That's what I would probably do if I were suddenly running out of the house for some reason. In other contexts, it might refer to the hijab/abaya or whatever a woman customarily wears to conceal both her hair and body.
