This is the heading for Libyan military card

Will I go for "Allah" or "God"?
Will I use "Gaddafi" instead of "Muammar"?
and what's the best translation for وبس and the whole phrase?

keeping in mind that the audience are native speakers of English. I would like to hear your professional opinion.

I'd suggest to render the motto the way it is:

1. "God, Muammar and Libya, solely!"
2. "Nothing but God, Muammar and Libya!"
3. any similar/equivalent combination.

Answers:
1. Use God. Because ALLAH is definitely The God.
2. Keep the name as it is: Muammar.
3. Solely; nothing but.

For your audience, you can add some explanation in the footnotes.
