me atë kërrmën e zgjebosur te Floqit Kolçës

The handwriting does not show if F and K are uppercase letters or not. I think it's a name but it might be two (or simply two nouns?). The author has a habit of joining the names of two persons like this.

Write a note then, and the agency or intermediary will get in touch with the customer and you again if there are any questions. That's the best solution than speculating and writing something in error unintentionally.

I can't ask the author, there's a chain of agency and authorities between me and the author. I think I will have to add a translator's note. Fortunately, this part of the text is not important for the understanding of the whole issue.

Hi, would it be possible to ask the author /customer for the correct spelling of the name? Like Ledja mentioned the first and last names mentioned above are very unusual in Albania to say the least. Floqi is an Albanian last name, although not very widely used, but here in the dative case it's a first name. I think the best bet is to ask the customer so there is no inaccuracy.

Admittedly, it is a very unusual name, and the only other explanation I can think of is that it may be meant as Floqit të Kolçës - but again, they are both unusual names.

On the other hand... my interpretation (two persons) doesn't fit well into the beginning of the phrase.

One dative, or two? Thanks Ledja. To me it looks like two datives, meaning that there should be a "dhe" between them, referring to two persons.

Definitely the name of a person Judging from the cussing, only a name could follow. Punctuation may have not been used correctly in the hand-written text, but grammatically, the name being put in dative case is spot on.
