Please tell me what does mean"Shooting ahead of the duck "?

Keeping ahead of the game.

Comes from duck hunting. When shooting ducks, you have to anticipate their speed, flight path, etc to shoot them down...if you shoot behind them,you're going to miss them.

In the below link you see that there is a requirement for 29,000 vehicles (to get reinforced armor). Trying to plan ahead (shooting ahead of the duck), the military is going to try to find money for an additional 9,000.

identifying the goal/objective and then laying the groundwork to reach it

As corollary to "putting all your ducks in a row...", which means preparing everything before starting something, it means to go beyond the preparation stage after having identified the objective and then laying the groundwork to reach it.

performing better than the competition

... just from the context, this is how I read it: that the goal is to identify what the top companies' performance is, then exceed that performance. As I understand it, then, the duck would be the competition. I don't know much about hunting-- but perhaps this metaphor means that you aim higher than the duck is so that by the time the duck gets there, it gets shot down.
