Every religious group has its own hierarchy and titles for its leaders. As your text probably refers to what Americans speak of as the "Lutheran Church", it might be better if you used Lutheran terminology. Their geographical divisions are usually set up to coincide with US Federal State borders which is fortunate for you because that is also what the ..."landes"... part of Oberlandeskirchenrat i.R means. As you can see from the site below for the state of Missouri, the boss man is referred to as the "President". The "i.R." means "retired". The best translation would then be "retired Synod(ical) President" Willy Schmidt.
