it's part of the layout for a forum. a web site that hosts forums offers many designs/skins to create a forum. and that phrase is in one of those designs. Instead of clicking on 'reply', there's a way to short-reply, without having to open a new window. At the bottom of the short-reply box, it says 'neuen beitrag erstellen' and 'more options'. By clickin on 'neuen beitrag erstellen', the reply is posted.

the keyword is "Beitrag", isn't it? Do you know what kind of forum it is?

It's on the layout of a forum. To post quick reply there are two buttons: 'neuen beitrag erstellen' and 'more options'. I thought it was something like 'submit your answer/post'.
