I see what you're getting at, but I don't think long-range fits the bill because that sounds as though it has geographical implications (long distance) and you need a time word - so long-term may be the only candidate.

Long-term I don't think long-term is what they mean. I think they are driving at the fact that these systems allow people to stay in disastrous conditions for a longer period of time. Any takers?

survival systems

with zero Google hits for the target term it's hard to find anything to go on. I found "rescue and survival systems" on a mining safety regulations site but nothing equivalent to "long-term". Maybe the context will help?
