My second idea would be "dignitary boat (vessel, ship)". Hope it helps.

I think the correct reading of this phrase should be "embarcación de apoyo a la flota" and "representación" as two different things. "Representación" means acting on behalf of the owner and that is what an agency does.

The first part is easy 'fleet support ship' - as in Fleet Auxiliary in RN terms, so a logistics ship.

The second part is harder to render into English - the sense is a ship which shows the flag - represents its country/company/owners in that sense, so will have accommodation and facilities for VIPs and high level entertainment. Like a company or Royal Yacht.

In the additional context given we are talking about Guest Quarters on board ship.

The problem in translating is that English terms would be more specific, so it either sounds stilted or does not convey the full sense of the original. The full context needs to be known to get the specific term.
