Es handelt sich hier um die Beschreibung eines Saugrohrs (intake manifold). Unter den Funktionssanforderungen heist es u.a.:
"Es gilt: Ruhezustand = Leistungsstellung

Was ist der Zusammenhang hier "RUHEZUSTAND = LEISTUNGSSTELLUNG"??

My take is that there are two settings for some sort of control, designated as 'Leistung'(power) and 'Drehmoment'(torque). In the base state (or initial state) (Ruhezustand) of the control system, the power setting is selected; after that the selection depends on the rpm and load.
Perhaps this relates to a turbocharged engine, with the ability to select maximum power or maximum torque under a given set of conditions.

No problem; corraboration is all the better. As for 'Ruhezusatand', my interpretation is based on the 'usual' engineering meaning of 'Zustand', but yours is perfectly plausible. As so often happens, the telegraphic style obscures the meaning.
