This is in a POLITICAL context. In the document there is a reference to the "Consejero de Educacion y cultura del Cabildo Insular de Fuerteventura, which after checking previous kudoz questions I have translated as "Minister for...". This is then followed by reference to another official, the 'consejero delegado'. Would it be the acting or deputy minister? (Clearly it's not managing director because its not a business context). Thanks in advance!

correction I am extremely sorry but the expression I was looking to translate was the one at the bottom of my explanation: "consejero delegado", not "consejero general". My apologies to those who have answered; I will repost the question with the best phrase but will shortly reward the best answer here anyway.
