The (surprisingly few) examples thrown up by Google don't make it clear why this deserve quotation marks - it's hardly a "petite phrase" or motto (or is it, does anyone recognize it?) but seem to suggest that 'declaration of support' - i.e. deliberate and explicit support, not just evidence, might be a bit closer.

: I agree. It's a formal declaration of support. But perhaps the reason for the quotation marks is in the previous sentence. I found lots of examples of soutien affiché (without 'un')
