It seems to read something like "the criminal courts, in support of the public prosecutor's decisions, called for/required committees/bodies of change", i.e. bodies that cause change. Doesn't make much sense, but it's my best guess.

thanks, that makes more sense (my first guess was "under various guises"). But are you sure it's not "public prosecutor"?
