By the way, a name don't have to be a child's, as they grow into adulthood and to old age without changing it. It's a peculiar thing to say a name belong to a child.

一九九八年三月一〇日、千九百九十八年 should do it. There will be other writing, but these will be most standard. The latter answer only shows year part, as month and date portion will be pretty much the same.

Translating to イーサン is more common for the name in Japanese. For example, we write イーサン・アレン for Ethan Allen, the furniture store, and イーサン・ホーク for Ethan Hawke, the actor.

I would like to add to Susan¥'s answer regarding the date. When you write Japanese in the vertical way, Susan¥'s suggestion is fine, but when written in the holizontal way, it goes year/month/day, with the respective Kanji after each, like this; 1998年3月10日
