English Tech/Engineering Mechanics / Mech Engineering Cranes
"All loads are dogged-off (positive hoist latching device engaged) until unsafe equipment is repaired or methods are revised so that the lift can be completed in a safe manner."

I couldn't find the phrase in any dictionary. I suppose it means "to stop"

All loads are shut off...

Dog: in machinery is a safety latch
to Dog in mechanical engineeting means to "retain" and to "secure" "to clamp down".

When loading activites in a line are dogged off thay cannot move back.

Hence, loads are retained,certainly so ..yet in a secure
fashion, 100% inmovility, shut off, turned off, stayed, arrested.
