(1) Abolhassan Firouzabadi (a Deputy Minister of Intelligence in the telecommunications sector who had become the Secretary of Iran’s Supreme National Council for Cyberspace) (“Mr. Firouzabadi”). Mr. Firouzabadi was the initial leader of the Cabal.
(2) Seyyed Mohammad Javad Azari Jahromi (a General Manager of the Ministry of Intelligence in the telecommunications sector, later Deputy Telecommunications Minister and Managing Director of TIC) (“Mr. Jahromi”). Although his mentor, Mr. Firouzabadi, had initially led the Cabal, over the course of 2016 Mr. Jahromi gradually became its leading force.
