When deciding between easy and pro, err on the side of pro. Most questions will be pro.

This term is used in the "TELECOM REGULATORY AUTHORITY OF INDIA".Although cellphone robbery is also an option but sounds very off in the Ministry of Security context.

CELL PHONE THEFT

Depending on the area, you may use "mobile phone" (UK) or "cell phone" (US). Both terms are understood in both locations, although more common in one or the other.
