This should work for the USA. In old-school British English, I'd probably call it "urban renewal"…

agree philgoddard : I think renewal is better because it's three syllables shorter. But both work in US and UK English.

urban renewal

The term - that ought to have included accents for easier searchers - QUESTIONABLY mixes the metaphors of revitalización urbana = urban renewal and ley urbanística - town and country planning /urban development law.
Example sentence:
