El residuo era la población de “los barrios de latas” que estaba formado por grupos “normales” y “anormales”: “personas que aceptan su condición por imperativos económicos y personas que no saben vivir de otra manera”. En este punto el plan introdujo la necesidad de una vivienda de adaptación, que no era solo un lugar de habitación sino un dispositivo técnico capaz de disciplinar los cuerpos e integrar a los sujetos al medio urbano.
