In my experience, all these contracts talk about responsibilities around environmental impacts and socioeconomic impacts. And I agree with Nick that in this case dwellings makes a lot of sense, rather than the word properties, because they're talking about re-locating residents.

Intercepted/interceptados are clearly false friends here. The meaning of interceptados here is that properties in question are traversed by the proposed works, presumably by the conduits/power lines between the plant and the reservoirs, or by the reservoirs themselves.
