I asked this question on Proz 15 years ago but got no satisfactory ansewer. It is the phrase 'osaksi laissa' that is the problem. This is a standard phrase used in amended Finnish Acts but I can't see what it really means and can find no English equivalent.
Does anyone have a clue?

"Sanontaa käytetään, kun lainkohdasta ei ole jäljellä mitään alkuperäistä, mutta muutettava sanamuoto käy ilmi kahdesta tai useammasta muutossäädöksestä.

Sanontaa käytetään, kun lainkohtaa on osaksi muutettu (esimerkiksi pykälästä muutettu osa momenteista tai kohdista taikka momentista osa kohdista) jollakin myöhemmällä muutossäädöksellä ja kun osa lainkohdasta on säilynyt alkuperäisessä asussaan.

This phrase can be found, for example in the following site: https://www.finlex.fi/fi/laki/alkup/1999/19990623 at the beginning "Tällä lailla kumotaan: 1) tasa-arvovaltuutetusta ja tasa-arvolautakunnasta 8 päivänä elokuuta 1986 annetun lain (610/1986) 16 §, sellaisena kuin se on osaksi laissa 629/1995;..."
Here, as I understand, the word "partly" seems to refer to the fact that the wordings or scope of application may not be entirely consistent, and the "osaksi" implies that partial congruence.
