These are items in the property, plant and equipment section of notes to financial statements. Is there a standard term?

Could say 'tools and equipment' or 'tooling and equipment' for the first phrase and 'durable tools' or 'durable tooling' for the second. I think the 'durable' is an important distinction in depreciating or accounting for different types of assets.

Normally, it should be " materials and tools".

This is assuming you encounter both terms together. If they are separate then I would use Machinery and Equipment for the former and Heavy Equipment for the latter. Somehow I feel we tend to use "materials" together with "supplies" and they tend to refer to current assets. You mentioned that they are Fixed Assets (Property, Plant & Equipment).
