Note: My reaction exactly. Here's another sentence in which it is used: "La phase d�enclenchement d�bute apr�s la revue de Contrat" - could it simply be a creative way to say "contract management"?

Comme l'expression "enclencher un contrat" n'est pas consacrée (on, enclenche une procédure, un processus, une réforme, etc.), difficile de savoir comment il faut l'entendre.
"Enclencher" veut dire "mettre en route", mais il faudrait vérifier sur la base du contexte s'il s'agit bien de la phase d'exécution du contrat.
