I can't find the exact resolucion no. 111 but I am 99% sure that this is what the letters REC y CP stand for in the notarial/civil registry context for Argentina.

Sorry, just realised that I didn't actually offer a translation! I would keep the letters REC & CP (as it relates to the resolution number) but add in square brackets, or as a footnote, simply 'Civil Registry.' I usually don't translate the flowery names of these various types of civil registers because in Spanish there are so many different types, and I think it gets in the way of readability. In the UK/Australia the function of the 'Civil Registry' where births, marriages etc are officially recorded will be well understood.
