What does 'on the holder ceasing to be authorized to solemnize marriage' mean in this sentence? I really don't know what this means. I would really appreciate it if you could let me know. Thank you so much!

Books for the registration of marriages under this section must be supplied free of charge by the registrar general but remain the property of the registrar general's office and must be returned to the registrar general on demand or on the holder ceasing to be authorized to solemnize marriage.

Thankyou Some only answer questions to study languages, points not real important, . some people for whatever reason may attempt to answer a question, in a language of the grandparents just for practice and it may all be wrong, but that is how we learn. )

(the books) must be returned to the registrar general on demand (in the event the registrar demands, asks for return) or on the holder (upon the event, in the event) ceasing to be authorized (the holder can no longer perform marriages) to solemnize
marriage upon the event that the holder of the books is no longer authorized , ceases to be authorized......

thanks, I saw it, basically the same thing as my anwer, sorry if I couldn't explain clear in my English
disagree Yvonne Gallagher : this is just not correct. The "holder" is the marriage celebrant person performing/solemnising the marriage who asks the couple to sign the register (book), and Tomasso didn't explain it very succinctly either :-(

the one who holds the authority letter in his/ her name is responsible for entering into a contract of marriage after the expiry of permitted tenure.
