En Argentina, Chile y Uruguay tenemos a veces este tipo de vivienda:
"vivienda de altos"
Vivienda que se construye sobre otra de planta baja, pero conservando ambas entrada y uso independientes.
Son de diferentes propietarios.
A los efectos: imaginemos un edificio en altura, pero que solo tenga una vivienda en planta baja y otra en planta alta.

y aunque alquiiaran la planta de arriba de un dúplex de modo independiente, debe especificarse que es la planta o la casa de arriba, o la casa de altos al estilo uruguayo, para que quede claro, y en inglés parece ser igual, duplex vs. upper floor

Dual-storey double-occupancy houses

seems the best way to describe it. "Double storey" simply means a house with two floors, occupied by the same people.
As this isn't a common living arrangement in the UK,hence i'd suggest the above.

I choose upper as there building has only two floors, with separate entrances

It describes accommodation on two levels with an upper floor and a lower floor, both with separate occupiers and often with separate landlords.
