Então, o que é a comissão de permanência?
A comissão de permanência é uma taxa cobrada pelo período de inadimplência do contrato. Ou seja, só pode ser aplicada no momento em que o devedor atrasa o pagamento do empréstimo ou financiamento. Então, de acordo com a regra do Banco Central e, também, pelas recentes decisões da Justiça, o credor pode, sim, cobrar dos devedores a comissão de permanência.

I'm unsure it's synonymous with comissão de permanência.
Standing charge is also wide enough to cover a multitude of scenarios - from Portugal to Brazil, including the hotel overnight 'freshen-up' stay, as oddly described in the second web ref.
