Precinct isn’t a strictly defined term in urban planning. The country which your document serves may help you determine the correct term. It could be حي أو منطقة أو قسم. Plot in Egypt would be القطعة أو قطعة الأرض while in the Gulf it would be قسيمة. Google pointed me towards Abu Dhabi 2030 masterplan from your second example. If this is indeed your context and target market then precinct=منطقة and plot=قسيمة.
