F.R.C.S is Fellowship of the Royal Colleges of Surgeon. There are two translated versions online, 皇家外科医师学会会员，或者，皇家外科医师学院院士. I think the latter is a better translation, because college normally translates into 学院， and FRCS is a professional qualification which is awarded to a surgeon who meets high standards in the field. It is different from a medical association which can be joined by medical practitioners and medical students, and we can call such a member as 医学会会员.
