The next sentence is:

'Break with' means' they had elected to LEAVE that Municipality, altogether and, either form their own Municipality or join onto some other region/municipality. This is the meaning of the Text. I don't have to have a Dictionary to see that.

The meaning of 'Break with/from'= αποσύρονται /αποσπάζονται/φεύγω
In this case this place wished to create/join another locality and it broke away from the existing one, who, together formed a unit municipality. The boundaries need to be changed.
