@Charles: "Parcel of rogues" springs to mind. However, I don't think that "conniving frauds" would be meaningful to native English speakers in the context, unless of course they happened to be familiar with 19th-century Latin American texts you mentioned, which is why I suggested something I think will be be more readily comprehensible.

"Falsos calculadores" is an expression used in several nineteenth-century Latin American texts in this area and it always seems to express moral condemnation. The following is a reference that helped convince me Lorena is right; it refers to the use of the term in this very text:

"los españoles aparecen denomin[a]dos como "asesinos" (Mártir o Libre, 5889), "tiranos" (Gaceta, 64; Mártir o Libre, 5893), "déspotas" (Mártir o Libre, 5895), "falsos calculadores" (Mártir o Libre, 5895), "monstruos" (Mártir o Libre, 5895), "asesinos de la patria" [...]"

conniving frauds

The way I understand it:
"falsos" because they were faking a "semblante alegre". So the person would be a fake or a bit stronger a fraud.
"calculadores" because they calculated/thought/planned that the spirit of freedom would disappear at the first opposition. Conniving is a synonym for calculating which, in my opinion, carries a bit more weight.

This is an option just to get the ball rolling.
