I think "impact" or "effect" is a tautology, because a synergy is an effect. I also think that "synergistic" is too jargony, whereas "synergy" is OK, albeit a buzzword.

You could say "may create synergies in terms of social investment".

You can't say "standard of living of people". I suggest something like

"Funds saved by using local resources may create synergies in social investments such as health care and rural development. They can lay the foundations for clean, diversified power generation and energy efficiency, and continuously improve living standards throughout the population."

Over 2 million Google hits for this phrase, and over 3 million for "can have a synergistic effect.

The phrase originated in medical and scientific contexts, but is also widely used figuratively, as is the case in the posted extract.
