brak szerszego kontekstu - jeżeli w zastępstwie wojewody - to rzeczywiście wszystkie powyższe odpowiedzi tak.
Ale jeżeli ktoś działa z upowaznienia wojewody, to nie działa w jego zastępstwie, ale ma jakby na tę działalność od niego placet - może to być np, firma.

W dokumentach EU, które tłumaczę, nie mając jakby nic lepszego do roboty, zawsze jest authorization/authorized entities/itp. w takich przypadkach
Ale jeżeli ktoś działa z upowaznienia wojewody, to nie działa w jego zastępstwie, ale ma jakby na tę działalność od niego placet - może to być np, firma.
