First of all, your quote says "arrêté portant nomination", not "classement", and I have translated "nomination".
I am unsure why it should say "arrêté portant nomination" and not just "arrêté de nomination". I would have been tempted to say "order of appointment".
I have put "ministerial" in brackets, as it is not mentioned, but it is usually the relevant minister who signs and publishes this kind of thing

: I read the asker's text as saying this person has already been appointed and that this new order is about classification + it's simply an order made by the hospital director, not a Minister; I don't think Ministers get involved at this level somehow

I translated what is in the ST 'portant nomination'; I indicated this in DB and my answer. Rare to see 'portant classement' for a person. When Asker clarifies,I will withdraw answer if I have misinterpreted.// re ministers cf my link.I'll wait&see :-)
