Although I suggest "victim of harassment", IMHO, your own version works with the addition of "in":
"regardless of the location and/or time of year the harassed person MAY BE IN for professional and work-related purposes."

It is important to cover the elements of both *place* and *time* here. The idea in the original apoears to be that of including times and events outside of what would be considered a normal work environment and hours. (e.g., an office Christmas party held at a restaurant, a company retreat, a get-together between or among co-workers at a bar after work).
The Spanish combines these two elements rather inelegantly (i.e., “el momento...en que se hallen” really does not work). My proposal here includes both elements in a way that sounds natural in English.

Because of the intended meaning of “momento” here (as described above), “time of year” would be a mistranslation.

Given that the reference is clearly to *claims of alleged harrassment*, it would be fitting to include “alleged” in the translation (this despite the fact that the Spanish equivalent is improperly not included in the original). Otherwise, it sounds as if there is an *a priori* acceptance of the claim.

: I agree with points 1 and 2. How would you tie your translation with "por razones profesionales y laborales"? // OK, but maybe "and/or" instead of "both ... and", no? // IMO, should be "and/or". IMO "allege" (3) AWA "broad" should b left out.
