procedurally admissible testimony
I believe that "použitelná" means "useable" rather than "useful", and in the context I am offering "admissible".

testimony in a form admissible at trial
procesně použitelná is “admissible at trial”, and that is fine for your particular sentence, but if you really need to emphasise the “procesně” part, you can flesh it out to “in a form admissible at trial”.

: I’d leave out “trial”. Admissible on its own is enough. Testimony is the hard bit, not used in UK. It could be the police interview.

Czech term (edited):
výpověď ... procesně použitelná
witness statement ... admissible
For British context, I’d translate thus.
