More context would be helpful, but I'm offering an alternative reading using the masters courses in France's universities as an example. It is not uncommon for student to take two years to do the M1, the frist year of a master's course. In such cases, the student spread the programme out over two years.
The Masters cycle includes and M1 and an M2 year, respectively, the 1st and the 2nd year of the master's course. The way you have expressed this in your heading is not quite in line with the way it actually appears in your original. Please could you specifiy?
A "programme de cours étalé sur 2 ans" describes a course of study which is intended to take 2 years: the programme is 12 years long.
When someone describes there having been an "étalement du programme sur 2 ans", then the intended meaning sseems different to me. It appears to suggest tat someone has chosen to take two years to do the course (intended to be done in a shorter length of time).
What programme of study is concerned? What level of stsudy? What institution is concerned?
I think you need to ask yourself a couple of more questions of this sort and specifiy which of the expressions - the one in your heading, or the one in the body of your post - is actually the one you need translating. Two different are possible, if not likely!
