Due to the name of the tribunal, I think it is definitely not about visas, even though the name would have been the same (visto).
I think it is reasonable to infer that it could be checking session (perhaps not endorsement, but checking), since visto is also check.
Notwithstanding, being a bit used to tribunals, my best guess, and this guess is irresponsible, for I have done a bit of research, but definitely not enough, is sighting.
